What To Do If You\'ve Been Scammed...

Hey, What remedies are available to Buyers who have sent money for phones, and nothing ever arrives? Are companies really protected if they say the goods have been seized by a government agency, ie. customs? Is there no recourse? What agencies should I go to (in the U.S.) to start criminal actions against overseas companies & individuals who defraud buyers? Thanks in advance for the guidance...
