Is it SCAM?

Because I just started to use Cellpex about a month, I’m not familiar, and I just tried to understand and cooperate whatever the seller told me. However, I can’t understand this and it seems that it’s never reasonable for me according to common ground, so I just want to ask a question to get a help. 3 weeks ago, I offered to seller to buys phones and promised to make a deal. The seller told me the product was ready to ship and asked me to wire directly to his bank account ( the amount was about 23K USD). I asked him to pay him with COD or using Escrow.com. Seller denied my option because seller told me COD check can be bounced, and he is not using Escrow.com. The only way he wants me to do is wire transaction. I can’t take whole risk on my burden, so I just stopped the deal. I don’t know why, but about an week ago he texted me and throughout the phone call, the seller offered me that he’s going to send the shipment then we can wire the money as soon as the inspection is completed to avoid my risk. I don’t have any reason to deny this sweet deal. I submitted P.O., new account request form and all information about my company including Tax ID and Business License. After the paper work, seller changed his mind. While he sent me an invoice, he asked me to wire 20% of total invoiced amount. I just counter offer him three options which are paying by credit card, paypal or Escrow.com. Then he’s not answering me. How am I supposed to think about this? Moreover, I just searched seller’s address on Invoice, and I can’t find out anything. The address does not exist. Do you think I offered him any unreasonable and unacceptable option ? Is it the common method wiring money first? How are you guys closing deal? Is there any other option you are using? I just got so shocked and frustrated. It's not a matter of 5K. You are not providing us any reliable your company information. At lease, you can google our company address and check all information.
